The following senior administrators and scholars have been associated with the Academy, as Senior Visiting Fellows, for the Years 2017-2020:

Shri K. Karunakar Patnaik, IAS (Retd.)

Shri K. Karunakar Patnaik, IAS (Retd.) is the Former Director, Panchayati Raj Department, Govt. of Odisha, Bhubaneshwar. With 35 years of experience as civil servant as well as social activist, Shri Patnaik has published 13 books and 30 articles in various reputed journals on Panchayati Raj, Urban Governance, Tribal Issues, Land Problems, Governance Issues and Reforms, Women Empowerment and Socio-economic issues. Since 1999, he is associating with the Institute of Social Sciences as Senior Fellow. He is working with many civil society organisations and community based organisations on various capacities. He has submitted many reports to the Government of Odisha, UNDP, and World Bank on Decentralised Governance and Sustainable Development. He visited many countries on the academic assignements of the Government of Odisha and Government of India.

Prof. B.S. Bhargava

Prof. B.S. Bhargava is the Professor (Retd.) of Development Administration and former Registrar of the Institute for Social and Economic Change, Bengaluru. He has authored a large number of books and research papers on local governments and rural development. He is a doyen of Panchayati Raj Studies in India for nearly four decades. He is the recipient of two coveted awards ‘Panchayat Ratna’ and ‘Smt. Shakuntala Sundarlal Puraskar’, He served as expert committee member for various Universities and Research Institutes. He is the Chairman of the Centre for Rural Management, Kottayam and Asian Institute of Development Research, Kollam. He has participated and presented a large number of papers in the National Seminars on Panchayati Raj System. He is associated with many civil society organisations and grassroots level institutions, as expert and resource person.

Prof. D. Rajasekhar

Prof. D. Rajasekhar is Professor, Centre for Decentralisation and Development, Institute for Social and Economic Change (ISEC), Bengaluru. His areas of Specialisations are: Decentralisation; Poverty Reduction; Development through and Interface among Local Organisations; Micro Finance; Social Security for Unorganised Workers and Child Labour. He has visited many countries in the World in connection with undertaking outreach activities on the issues relating to micro-finance, social security, etc. He has been a Visiting Scholar/Professor in many prestigious Universities/Institutes include the University of Oxford; University of Melbourne; Institute of Development Studies, Sussex, UK; and Centre for Development Research, Denmark. He has published a large number of books, articles, working papers on decentralisation, micro-finance, poverty alleviation and agrarian change. He is a Member in many Task Forces and Working Groups of Planning Commission, Government of Karnataka, and Research Committees of Universities and Research Institutions of repute.

Prof. Y. Bhaskar Rao

Prof. Y. Bhaskar Rao is Professor and Head, Centre for Decentralised Planning, School of Local Governance at the National Institute of Rural Development and Panchayati Raj, Govt. of India, Hyderabad. His areas of Specialisations are: Panchayati Raj-Development Administration; Financial Management in Panchayati Raj Institutions; Decentralised Planning; Gram Panchayati Development Plan; Empowerment of Women in Rural Local Bodies; Empowerment of Marginalised Sections such as SCs, STs in PRIs. He has conducted nearly 158 Training Programmes at the national level for the elected representatives of PRI’s, Officers, NGO’s and Young policy makers on various themes of relevance include Decentralised Planning, Gram Panchayati Development Plan and Devolutions of 3 F’s to PRI’s at the NIRDPR. He is associated with many Research Institutions and Civil Society Organisations, as Resource Person and Expert in Panchayati Raj and Public Policy.
